By-law?, made by the New Plymouth Harbour Board, under the provisions of " The Haibours Act, 1878," for regulating the manner in which, and times at which, its meeting shall be called aud held, its place of meeting and generally for regulating the conduct of its business and proceedings. I. — General Conduct of Business 1. In all cases not hereiu provided for, report shall be had to the rulos, forms, and usages, foi the time being, of the House of Representatives of New Zealaud, which rules, forms, and usage*, shall be followed so far as the same are applicable to the proceedings of the Board. 2. The Engineer, when practicable, shall be in attendance on each of the meeting da)S of tho Board. 3. At every ordinary meeting of the Board the first busiuess thereof shall be the reading and putting a question for the confirmation of the miuules of the proceedings of the preceding meeting, or meetings, if so required by any member, and tho reading of the minuted of the proceedings of any committee presented at any such preceding meeting, and no discussion shall be permitted thereon, except as to their accuracy as a record <of the proceedings, and the said minutes of the proceedings at the preceding meeting, or meetings, shall then be signed by the Chairman; aid the rough minutes of the preceediuga of the Board, at any meeting, shall be read as taken down, at the close of such meeting, if desired by auy member. 4. After the signing of the minutes as aforesaid, the order of business of an ordinary meeting shall be as follows, or as near thereto as may be practicable, but for the greater convenieace of the Board at auy particular meeting thereof, it may be altered by resolution to that effect. (I.) The letter books of both Secretary's and Engineer's Departments to be laid on the table, as also tho Board's bank book, made up to date. (II.) Reading letters received, and considering anil ordering thereon. (III.) Receptiou and readiug of petitions and memorials. (IV ) Presentation of reports of committees, and departmental reports and returns. (V.) Questions to Chairman. (VI) Payments. (VII.) Orderg of the day, including subjects continued from proceedings of former meetings. (VIII.) Other motions of which previous notice has bepn given. (IX.) Notices of motion. And the order of business at a special meeting shall be the order in which suoh busiuess stands iv the notice thereof. ll.— Motions. 5. All notices of motion Bhatl be dated and numbered, and given by the intending mover to the Secretary at the clo^o of the meetiug of the Board: or if not required by law, to be given at a meeting then three e'ear days prior to the next meeting of tho Board, and the Secretary shall enter the samo in the notice of motion book, in the order in which they rnny be received. 6. No member shall make any motion initiating a pubject for disenssion, but in purouance of notice given as prescribed in tho last preceding clause, excepting by consent of a clear majority of tha members of the Board absent as well as preseut. 7. No motion except that for receiving the same shall, unless under some urgent circumstances, be made on any petition, memorial, or other like application, uutil tho next ordinary meeting of the Board afier that which it has Leen preseuted. 8. Except by leave of the Board, motions shall be moved in the order in which they have been received and recorded by the Secretary in the notice of motion book ; and if not so moved, or postponed, shall bj struck out. 9. No motion entered in the notice of motion book shall be proceeded with iv the absence of the member of the Board who gave Botice of the same, unless by some other mera- • ber ha\iDg authority from him to that effect. 10. No motion for an address or petition shall be entertaiued unless the mover shall at some previous meeting have submitted a draft of the same. lll.— Order, &c, ok Debate. 11.
