BOROUGH COUNCIL.

The Council met on Monday at 7 p.m. when his Worship the Mayor presided. Present: Messrs. Hamerton, Colson, Beale, Humphries, Veale, Ruudlc, and Vivian. .

Oj/cninj vp the Boronjh Reserve. — After a letter had been read from the Mayor to th G Lands Board, asking assistance toward ß making the road to the Borough Reserve, nea 1 ' Stratford, his Worship said with reference to it he had attended a meeting of the Board, when he had seen Mr. Humphries, the Chief Surveyor, and he was now satisfied that a good road could be made from Stratford to to the reserve. He had been told that the land between it and Stratford was very broken, with numerous streams intersecting, but from what Mr. Humphries had told him ha found he had been wrongly informed. The laud he was told by the Chief Surveyor, who ha-1 been over it, was level and very good — and if opened up would be likely soou to be occupied. With reference to the making of the road, the members of the Board went into the question, and he was informed that although there were no funds available at present for the purpose, yet if next session a sum was set aside by Parliament for bush roads, the claims of the Council would bs considered.

Railway Crossings. — A letter was read from the Mayor to the Engineer of Railways, calliug upon him to make the crossings the full width of the road in certain streets iv the town.

Benevolent] Society. — A letter was read froji the Mayor to the |Coloaial Secretary, stating that a Benevolent Society had boen foraie I in New Plymouth, and asking if the subtly for charitable aid from tha Government coul.l be handed over to it to administer. No reply to this letter had been received.

Bye-laws. — Letters were rea-l which had been sent to ths authorities recommending that no procweAiugs should b.j taken by ths police in certain cases.

The Protection of the Town. — Telegrams sent by the Mayor to the G-overnmout, aud replies to the same, relative to protection of the town aud out districts iv case of a native outbreak were read.

Bridle Posts. — A letter was read from Mr. H. J. Movcrley, asking permission to erect, a bridle post in. front of his shop. The application was refused, the Council deciding that no more posts should be erected.

'lhe Borough Surveyor's Agreement. — A--letter from the Borough Solicitors was read, stating that it was not necessary to insert a clause termiuatinng the engagement of thej Borough Surveyor if he proved incompetent^ — Mr. Hamertox remarked that the Council said it should be done, and the solicitors should do it. — The Mayok said the document had been signed. — Mr. Rennell, who had been authorised to sign the agreement on behalf of the Council, said he was not at the meeting when the resolution was passed, and he thought he had only been appointed as one to s.gu the document. If their solicitors did not consider the clause necessary he did not see why they should attempt to dictate to t.iesn. — The Mayor said if it was found that the Surveyor could not do his work then his engagement was broken.

Re/jort of the Rate Collector. — The Collector reportc! that John Reddy, who owed 13s. for two years' rates ; and J. Pearn £2 for the s:\xna period, were not in a position to pay tliem ; also, as L. K. Vaile's lease of his shop woul I expire very shortly, he should not be compelle i to cover his verandah with iron for tne present. — The rates of J. Reddy were remitted, aud Mr. Vaile's verandah left to the Inspector. It was thought as Mr. Pearn had three sons, able to pay, that the rates should dc made a charge on tlie property. The new Public Works Committee. — The Mayor intimated that the new Public Works Committee were Councillors T. E. Hamerton, C. Rounell, and T. Veale, who would take office on the 17th June.

Leaving Vehicles Unattended. — On the motion of Mr. HAMERTONitwas resolved " That the Inspector of the Police should be requested not to proceed against persons who ruight leave their vehicles unattended in the street, provided that they locked one wheel with a chain, and were not absent from them more than fifteen minutes."

Rates for 1879-80.— The Couucil decided that the rate for the year 1579-8O should ba Is. in the £, and be due and payable ou the 3rd June.

Hawking Rabbits. — On the motion of Mr. Weyekgaxg it was resolved '• That lisa, oysters, and rabbits might be hawked about without it being necessary to take out a license;."

Accounts. — Accounts am muting to £182 is, lid. were passed for payment. The Council theu adjourned.
