The Premier, in the House of Lords, on the opening of Parliament, said that the progress of the settlement under the Treaty of Berlin was highly gratifying. He eulogised the conduct of Mr; Layard, the Ambassador at Constantinople. In referring to Afghanistan, Lord Beaconsfield declared that India would henceforth be inviolable on her north-west frontier. In tlie House of Commons, Sir S. Northcote alluded to the difficulty caused by the disappearance of the Ameer. He said he believed | India would be able to bear the actual expenditure of the war. It is. firmly believed that the plague will re-appear in Europe in the spring. Afghan news states that General Roberts at Kurram, and General Brown at Khyber Pass are securing their communication. The British troops are suffering very much from cofdnvcather. Two thousand Durramecs attacked General Biddulph's rear guard on the 26th January, aud were repulsed with great loss. Desertions from the Afghan army continue. The corespondent? of the Standard has been dismissed for adding to "a telegram after it had been coutcrsigned by General Roberts. Eighty-six persons connected with the Burmese Royal Family have been assassinated by Royal order. It is : expected that England will shortly lend two millions sterling to the Indian Government free of interest. The sentence, on the City of Glasgow Bank Directors is generally considered inadequate. The Theatre Royal at Glasgow has been destroyed by fire. - The Treaty, between Austria and Germany is-atmuled. The Treaty of Prague provides for a plebiscitum of the inhabitants of SchleswigHolstein, whenever a return to the Danish denomination is desired.
