THE MEMORIAL RESPECTING TITO KOWARU.
The following letter from the Colonial Secretary acknowledging tho receipt of the memorial relating to Tito Kowarn, recently agreed to by the Provincial Council, was sent down by tho Superintendent for the information of the members on Bth November : —
Colonial Secretary's Office, Wellington, November 2, 1870.
Sir, — I have tho honor to acknowledge the receipt of the memorial transmitted in your letter of the 22nd ultimo, to bis Excellency the Governor from the Provincial Council of Taranaki, representing certain matters connected with the positiou of Tito Kowaru in that Province, and praying that his Excellency will cause auch steps to be taken as may seem necessary for the preservation of peace and for the progress of colonisation. I have to request your Honor to be good enough to inform the Provincial Council that the memorial has been forwarded to his Excellency. It would be unwise, on obvious grounds of public policy, to proclaim (even if it were possible to do bo with exactness) the course which the Government may thiuk it right to pursue with respect to native rebels. The Government in this matter must exercise their discretion, as the circumstances of each case may in their judgment require, and I need not assure you that iv doing ao they will be anxious to promote the besc interests of the Colony. — I have, &0., W.
