At tho reception oh New Year's Day, the Emperor of the French made a pacific speech.

The French Budget for the coming year states that the deficit chargeable in 1863 has been reduced by fifteen millions of francs. . The estimated deficit of IBG4 has been filled up, and an equilibrium is established between tho estimated revenue and expenditure for 1865. There will be a reduction of forty-four millions in naval and militray expenses, leaving an estimated balance in favour of the Treasury of eighteen millions.

"Those happy results," says M. Fould, "are due to the confidence inspired by tho Government, and to the peaceful sentiments with which, Europe knows, his Majesty is animated.
