GENTLEMEN,— Mr Hulke's resigna\X tion of his seat in the Provincial Council having occasioned the issuing of a new writ, I beg to offer myself for the seat he has vacated. At the close of the first Provincial Parliament, in which I had the honor to represent your interests, the government of the Province underwent a change that I, in common with mafiy others, hoped would bring about greater unanimity between the^ General Government and the Provincial" Government than had previously existed ; and, at the same time, facilitate the despatch of public business. The experiment has had a fair trial, and the hope has been disappointed. A general desire, I believe, prevails to re-adjust our provincial system on its original basis, and to this point I pledge myself; and, otherwise, I believe my opinions are too well known to the generality of the constituency to need further mention here.
