THE TREATY BETWEEN AUSTRIA AND TURKEY.
Tho Paris papers have published the following treaty between tbe Emperor of Austria and tho Sultan of Turkey— " The Empetor of Austria being fully aware tint the existcuco of the Ottoman empire, in its prssent limits, is necessary to the maintenance of the balance of power between tho «(aio» of Europe, and that, in particular, the evacuation of the Banubfan Principalities, i< one of the conditions of the integrity of tlint empire ; and further, being ready to co operate, by the means at his disposal, in such measures as are calculated to ensure the object of I the oonccrt established between the cabmnti and high courts represented at the confcience of Vienna. '• The Sultan, on his side, having accepted tbe offer of co-operation mnde amicably by the Emporor of Austria, it lias appeared proper to cnnclude a convention, in order to regulate in what manner that vo-operution 3hall be iffectually given. " For that purpose, the Sultan and the Emperor of Austria have named us their plenipotentia ies tho following personages; The Sultan, his Minister of Foreicn Affairs, Mustapha Reschid Pasha ; and the Emperor, Baron Charles dp Bruck, his Intcrnuncio and Minister Plenipotentiary of tbe Ottoman Court. "Which personages, after having exchanged their full powers, found to be in good and proper form, agreed to the following articles—* " Art. 1. Tho Emperor of Austria undertakes to exhaust every means of negociation und otheri to obtain the evacuation of the Danuhian Principalities by tbe foreign army now occupying them, and even to employ, in case of need, the number of troops calculated to attain that object Art, 2. It shall belong exclusively to the imperial comraander'm-chicf to direct tho operations of his
army. He shall, however, be careful to inform in proper time the commander-in.chicf of the Ottoman army of his nperstions. Art. 3 The Emperor of Austrti engages to- re* establish with common accord, with the Ottoman Government, in the Principalities as soon as possible, the legal state of things tuch as result from th« privileges secured by the Sublime Porte, rrl»tive to the aovcrnment of these countries. The local authorities thus reconstituted, c«nn»t, however, extend their action so f«r as to excroise any control over the imperial army. "Art. 4. The Imperial court of Außtriacnengfi. not to enter into any plan of accommodation with the Imperial Court of Russia, which shill not have for its starting point the soveieign rights of the Sultan, and the integrity of lii» empire, "Art. 5. As soon »s the oliject of the present convention shall luve been attained, by 'he <-onelusion of n treaty of peace between the Sublime Porte nnd the Court of RussU, the EmpT.r of Austria will make arrangements to withdraw his forces 09 soon as possible from the Principalities. Tbe details connected with the, withdrawn! of th« Austrian troops will form thf object of a special arrangement with tbe Sublime Porte. Art G. The Government of Auitria expects tbnf-he nuthoiitiet of the countries temporarily occupied by the Imperial troops, will give ihem every aid and facility, as woll for their march and their accommodation, as tor their subtiaioncc nnd their communications. The Austrian Government »lsi> expects that attention will be paid to nil demands made for the wants of the service by the Austrian commanders, either to the Ottoman Government through tbe intcrnuncio at Constantinople, or direct ly to the local authorities, unless there are sub* stantisl reasons to render such execution of them impossible. It is understood that tbe commanders of the Imperial army wijl watch, over the. maintenance of die strictest discipline among their troops, and will respect, and cause to be respected, the property, as well as tbe laws, worship, and habits of the country. "Art. 7. The present convention shall be rati« fird, and the ratification! exebanaed at Vieunn, in the S[>ace of four weeks, or sooner.Jf possible from the date of the signature.
