New Zealand has now a real, not a paper constitution. Hia Excellency has boldly nnd wi*i'ly acceded to ll>« wishes of tho people of llm country on cxpreiKed by tbi'ir Representatives, and has deter, minrd that henceforth no atom of the old bureaucratic government shall if main to retard or chcik the vigorous acilon of an Executive bused on popular representation. New Zealand baa now v veritable Parliament, and ministry responsible to the people. The debate on Mr. Wndefidd's motion, Instod threo dayß. It wan sustained by an eloquencu worthy of the caimc, and carried hy a innjority of 29 to 1. Mr. VVnlicficld then moved an addreis to the Governor embodying tho resolution, which was ftl»o I enrricd, and on Juno 7lh His Excellency's favour- j nble reply wns recieved. Mr, Fitzgerald then rose | nnd announced to tbo house that he and Dr. I Munio hud hern sent for by the Governor with tho offer of acata in the Executive, nnd requested the i houie to adjourn for a week, whirh was at once conceded. Since then, tho two gentlemen named by the Governor, found their opinions differed 60 widely on vital questions thnt Dr. Mnnro rr.tircd nnd left to Mr, Fitzgerald tbo responsibility of naming ft cabinet. The new affairi have not yet been gazetted, but tho ministry is formed. It will consist of Mr. Fil7gerald, who holding no depart" went, will remain here, only so long as his pre» B^nce may be absolutely necessary — of Mr. Weld, Colonial Secretary, Mr. Sewell, Solicitor General, j and a, Treasurer, who has not yet been naired. ! Mr. Swainson will nsign and re-accept tho Attor- i ney-Gcneralship under the new order of things, to conduct the businens of the upper chamber. The present Secretary and Treasurer will retire on allowances for losq of office, Tarannki will now soon know her tnio position (he must not expect too much from a fust session, but may rely with confidence on the support of tho General Government, and look forwatdlo the future with hope. The day of ec-crecy has gone for cvor. Henceforth all will bo known to the people of New Zealand.
