From ths unanimous manner in ■which you expressed your confidence in me, on my return to the Provincial LejrWaiive Council a« \our Representative, and trusting that the endeavours I have made to retain it since that period hive not been unsuccessful, I feel no hesitation in acceding to the wishes of so large a body of my fellow settlers. My opinions bavins; undergone no change since I last addressed you, it is need-} less for m? to allude to them further — this only I would impress on you, that on your choice it depends whether the change we are about to make from perlect despotism to the benefits of Representative Institutions shall he an effective one. TO THE ELECTORS OF THE PROVINCE OP NEW PLYMOUTH. /GENTLEMEN,— The first act which \JT you nrp railed upon to perform under th» New Constitution is the election of a Superintendent. The limits of a brief address will not permit a detail of the duties to be imposed upon that officer; but it may be safely asserted thnt they will he varied, important, difficult to execntc with entire satisfaction to the public, and sufficient to occupy all the time and attention of Ihe person who ventures to undertake them. I am, nevertheless, prepared to offer you my services ns Superintendent. Though I may be deficient in ability, I possess the needed industry and resolution for the office ; nnd should you elect me, will devote myself entirely to the work of giving: energy and effect to those Representative Institutions which ate the sole guarantee of good government.
