A departmental committee recommends the establishing of a receiving house for the inspection of alien immigrants at Tilbury, with a reasonable toll per head to defray exponses. i Mr Henry Lucy, writing in the Observer, stated that if the Lords reject or fatally emasculate the Veto Bill, Parliament will be prorogued, and a second session, exclusively devoted to the Bill, will open next day. If the Lords are again obdurate a wholesale creation of Peers willl follow. March 27. The Westminster Gazette states that the. Observer's forecast is substantially correct, except that the Government will not wait for a second' rejection of the Parliament Bill, but will take steps to present itMarch 23.
