LONDON, .July 30. King Edward, in inspecting a nd fare welling tiie Third Battalion of the Scots Guards, which have been dispensed with under the now army scheme, said he regretted that shortly they would bo .disbanded. Ho never saw a liner body of men, and promised to preserve the colors at Buckingham Palace, lie hoped he or his successors would sec a third battalion Carry arms again. King Edward alluded to “my, Government, who consider it necessary to reduce, the expenses of the Army.” This has caused much comment., and it is inferred that tho King intended to disclaim agreement with Ministerial action. THE LICENSING ACT. DUNEDIN, July 30. At tho adjourned mooting of the Cavorsham Licensing Committee, tho two applications that weredeferred, ponding tho completion of improvements, were granted. In the case of thcßacoconrsc Hotel, tho architect appointed by the ground landlord (who is out of the colony), reported that it would be a waste of money to attempt to improve the present building, and the owner had given definite instructions to build a (irst-dass hotel within nine months. The license was granted, on condition that the new house is erected by tho next annual meeting .
