In the House of Lords, the Earl of Cawdor elicited from Lord Tweedmouth, First Lord of tho Admiralty, an assurance that the reduction in the naval estimates was consonant with Britain’s supremacy at sea. Britain was so stro«g that she was able to postpone some of her construction 1 pro gramme and await improvements. In reply to Lord Cawdor’s question whether the Sea Lords had originated ihe reduction or whether they had been informed of any change of policy in regard to the. two-Power standard, Lord Twocdniouth said he had initiated tho desirability of the reductions. The Sea Lords had been invited to roeiew the situation and made their own proposals, but the ’question of a ■ haiige 0 f standard had never boon submitted to them. The unanimous decision was partly duo to the other great Powers retarding shipbuilding.
