London, May 21. Sir Henry Fowler, in moving an amendment to the Finance Bill, complained of the excessive proportion of tho svar expenditure, which had been mot by borrowing. Sir Michael Hicks-Ba.ich stated that £45,000,000 would bo derived from direct taxation, He expressed the hope that tho taxpayers of the Kingdom would not be indefinitely compellel to bear the whole chirge of the naval defence of the Empire. Mr Redmond moved a second amendment to the Bilk Mr Shaw secured the adjournment of the debate. Sir Henry Fowler’s amendment was negatived by 300 votes to 123 votes. All tho Nationalists eleven Radicals abstained from voting. May 22. Sir William Vernon Uaroonrt abstained from voting on the resolution approving of the scheme of reorganisation of tho army. Ho avaa absent from the debate on Sir Henry Fowler’s amendment on tho Finance Bil l , as he had not. been consulted in the framing of tho amendment.
