Constantinople, Nov. D. The Sultau has reduced salaries 15 per cent. Pakis, Nov. 8. It is reported iu Paris that the Turkish Ambassador has informed M. Hauotaux, Minister of Foreign Affairs, that the Sultan has decided to release all prisoners who are not charged with any offence ; to convene the Armenian Assembly to elect a Patriarch; to dismiss the GovernorGeneral of Diarbekir; and to render assistance to distressed districts. Paris newspapers state that it is reserved for France and Russia to bring tho Sultau to reason. Nov. 10. M. Hanotaux's recent speech iu the Chamber of Deputies was cabled to tho Sultan, who had a three hours' interview with M. Campbon, the French Ambassador. The Sultan afterwards issued promises, which were cabled to the Turkish Ambassador in Paris, and by him were communicated to M. Hauotaux.
