CANADA AND THE STATES.
Ottawa. Feb. 19. The pamphlet issued by Mr Farrer, editor of the Toronto Globe, and referred to by Sir John Macdoaald, in the course of ao address to the eleotora of Torenlo, advised that measures should be at once taken to coerce Canada into* annexation to the United States and urged the imposition of tonnage dues on all Nova Sootian vessels trading to America, The pamphlet alap advocated the suspension of bonding privileges, thus preventing trains from the Canadian side entering the United States. Sir John Macdonald, in concluding bis Bpeech, warned the country that if the Ministry were defeated at the forthcoming slections Mr Farrer would becotqe the leader of a movement in. favor of annexation.
