Ihe cablegrams have brought the startling news that " Prince Bismarck intends to force the Socialist Bill through theßeicbstag." This would imply that Prince Bismarck has become a Socialist, but it is our opinion that it means exactly the reverse,'and that the cablegram ought to hare read " Prince Bismarck intends to force the

anti-Socialist Bill, etc." There can be no doubt that this is the true rendering of the message, and that this measure is of a repressive character, Socialism is growing very powerful in Germany; it is there it has had its origin, and this measure is intended to crush it out altogether. Prince Bismarck is evidently frightened by it, and he intends to take the bull by the horns and crush it "forthwith. Of course we have no definite information, more than what is con-

tained in the cablegrams., but judging by what has occurred recently we can only come to this conclusion, It will be remembered that the great labor movement of the past year commencsd in G-ermany, ' There the miners and others struck for more wages some months before the dockers of London, and strikes have frequently occurred there sincei la order to put this down Princei Bjsmarck has had a law passed to prevent combinations amongst working people, and the Socialists who have resisted this repression have been sent to gaol. There can therefore be no doubt as to the direction of the Prince's policy. His whole aim is , to crush out the aspirations of the working people to secure to themselves a fair share of the fruits of their labor. There is nothing like thorough-going tyranny to hasten oa reform, and the » action of Prince Bismarck will without doubt improve the Socialistic position. Still the people are not in as good a position to fight their own battles in G-ermany as they are in England. They have not the same freedom, and the same power over the actions ot the Government as in England. But t progress cannot be impeded in this 3 way, and if Bismarck lives long enough t be will find it out. The Socialists in ' Germany cannot be easily put down, f They are numerous, clever, selfsacrificing, and they will ultimately win the day.
