LEGISLATIVE COUNCIL. On Friday the Law of Libel Bill was read a third time and passed. HOU3E OF EEPaE3ENTATIVE9. On Friday, Mr Scobie Mackenzie gave notice of a motioii for Tuesday; traversing tho Speaker's ruling as to the status of the Private Schools Bill, and also as to the right of a' member to interrupt another with a point of order, and as to the Speaker's right to tell members to be brief. The motion further set forth, that the ruling was not in accordance with* the. Standing Orders and the law of Parliament. The Premier then moved the adjournment of the House, and made a statement in reference to the Gasparini correspondence, stating that Mr Fisher's explanation was hardly correct. Mr Fisher replied, and after a short debate the motion for adjournment was lost. Replying to questions, Ministers said that the fortnightly payment of the employees of Government would involve a, large increase in the expenditure, but they would further consider the matter; preliminary steps , had been r taken to arrest the spread of tuberculosis in cattle; inquiries would be made as to the necessity of amending the Adulteration Act in the direction of dealing with fancy bread. The Premier moved that after next week Government business take precedence on Wednesdays, and after some debate thii was agreed to. The debate on the Representation BilL was then resumed. Mr Allan and DrHodgkinson supported the Bill, and Messrs Marcbant, Thomson (Auckland North) i'Verrall, Mills, and Downie Stewart opposed the Bill. Mr Fish withdrew his motion that the Bill should be read six months' hence, and Mr Bislop asked' leave to withdraw the Bill. : Leave was at first refused, but after an appeal by the Premier it was granted. The Bill was withdrawn, and another introduced and read a first time. The House went into Committee on the Dunedin Exhibition Street Closing and Licensing Bill.—The Bill was reported with amendments, which were ordered to be considered on Tuesday. The Speaker announced that he had appointed Colonel DeQuincy, of the waikato, to the office of Sergeant-at-Arms.
