The question of. finances'compelled summoning Parlia-" ment at this/time, but the present! being the usual;period.of recess, and owing to the past labors of Parliament this year. Her Majesty recommonded that only financial'measures be considered during the session now opened. ' : ;., i ;'..._ Aug.J2o. -j In|the House of Lords last night the Address^n-Reply to the Speech; from the > Ihrone was voted after! a; short debate, Lord Salisbury made a speech in which he announced that Government had decided to despatch Mnjor-Gfenfra! Sir Redyers Buller, to Ireland, ,te organise measures for the .suppression of boycotting, and to institute enquiry into the working of the land system. I .J.l,is Lordship said it was intended to intro duce next session a Bill dealing with the question of : local government for the whole Kingdom. Alluding to the present situation in Eastern Europe, His Lordship said Government.deemed it important to preserve the integrity of Turkey. ' ' The debate on the .Address-in-Replj was commenced in the House of: Commons '.as*, iiight. Mr Gladstone jspoke,"" ami disclaimed that Ministers had announced their policy in regard.. to Ireland. Sir Randolph Churchill made, a speech,in which be stated that Government'had not deemed it necessary that Parliament should be summoned; before February next to deal with Irish! affairs or other business. The debate was adjourned nil next sitting, : . Aug; 21. The debate on the Address-in-Repl> was resumed in the House of Commons to-day. Mr T. P. O'Connor denounced , the policy of the Government, and denied that the rejection of Home Rule was irrevocable. ,He maintained that it was impossible forthe Irish peasants: to pay :: ; judicial rents. Sir Wm. Vernon Harcourt condemned the proposal of the Government to deal with the disorder in Ireland without redressing grievances. He ridiculed the idea of a similar form of local self-government • being given to England, Scotland, and Ireland. The debate stands adjourned until: Monday.
