LEGISLATIVE COUNCIL.

In the Legislative Council on Friday, Sir F. Whitaker introduced the Limitation of Votes Bill, and after a long discussion it was thrown out on a division by 28 to 14 votes.

HOUSE OF REPRESENTATIVES.

In the House of Representatives on Friday, Mr Richardson said in reply to a question that a certain sura would be placed on the Estimates for a Parliamentary Library building. In reply to Mr Fisher, Mr Ballance said the Customs authorities had construed section 36 of the Customs Law Consolidation Act to mean that it related not to the volunteers but to the Imperial Army and Navy. It was theught that where such great facilities existed for the manufacture of volunteer uniforms in the colony, the duly should be paid by volunteers in the same way that other people paid duty, but where uniforms could not be made in the colony and in the case of accoutrements, which had to be imported, the Defence Department continued to pay the duty.

The Counties Act was considered in Committee. Several amendments were proposed to reduce the number of votes ratepayers would have at election of councillors but they were all lost.—A clause prohibiting a ratepayer from voting in more than 12 ridings was carried. On the motion of Mr Sutter the clause providing that the Chairmen of County Councils may be paid a salary was struck out.
