ENGLISH AND FOREIGN. London, March 11. The colonial Agenfs-General interview Sir William Vernon Harcourt, Chancellor of the Exchequer, on Tuesday next, on the subject of the reduction of the duties on colonial wines coming into England. Mr Holdsworth thinks it probable that a reduction will be made from 2s 6d per gallon to Is 9d,
Details to hand with regard to the railway collision near Mentone show that the accident was considerably overstated at first. Only two lives were lost in the collision. Neither of the victims were English. Tenders for the Queensland loan of £1,500,000, at i per cent, and a minimum of £lO3, were opened; to-day. The amount subscribed was £3,9,20,000. Tenderers at £lO5 6a 6d will receive about 50 per cent, of their application, and those above that in full. The average ie £lO5 7s 9d. The representatives of German interests in Samoa intend shortly to interview Sir Francis Dillon Bell respecting the purchase of such interests.
Mr Henry Samuel, a boh of Sir Saul Samuel, has been gazetted Lieutenant in the Northumberland Fusiliers. March 12. Mr Gladßtone is at present suffering from bronchial catarrh.
The libel action Bryce r. Rusden, which has been in the course of hearing during the past eight days, concluded to-day, when.® verdict for the plaintiff was returned, the damages being assessed at. ,£SOOO, An application by the defendant’s counsel to stay execution was refused. Baron Huddleston, in delivering judgment, stated that Mr Rusdea’s statements , were clearly libellous. His Lordship also commented severely qn the evidence of Bishop Hadfield, of Wellington. The Times, referring to the case, considers that Mr Rusden’s statements were made in a very reckless manner. The Homeward New Zealand February mails, per Mariposa,, were delivered to-day, via San Francisco.
New Zealand frozen mutton is realising s£d to 6d per lb in the Smithfield market.

The Common Council of the City of London are arranging for great festivities on the occasion of the anniversary of the Queen’s coronation, and have invited the leading colonials at Home to be present,
The opening up of exhibits for the Indian and Colonial Exhibition bps commenced. The Executive have divided the remainder of the space originally allotted to Tasmania between South Australia and Fiji. The Emperor of Germany, Prince Bismarck, and Mr Gladstone, who have been indisposed, are now better. ,
The creditors in the Commercial Bank of South Australia have lodged a petition praying that the affairs of the Bank may be wound up.

Sir Chas, Warren, G.C.M.G., has been appointed Chief Commissioner of the Metropolitan Police, as successor lo Sir Edward Henderson.
It is reported that 12,000 Burmese are advancing on Mandalay,and British reinforc ments have been ordered to that city. Constantinople, March 11. A preliminary meeting of Ambassadors approved of the amended form of agreement on the Roumelian question. March 13. The Sultan and King Milan of Servia have mutually ratified the agreement providing far a settlement of the Balkan difficulty. Paris, March 13. It is announced the French Government are about to raise a loan of a milliard francs, with a view to the partial conversion of the floating debt of the country.

A private meeting of shareholders in the Commercial Bank of South Australia was held yesterday, whom it was resolved—“ That it; is desirable to re' suscitate the Bank, the additional capital required .being, raised by debentures or preference sharps'.” ‘
