London, Feb. 2. Mr, Parnell insists that Legislative measures for granting Home Rule and for the settlement of the land question in Ireland shall be promoted together. Feb, 3. Mr Chamberlain has declined the portfolio of First Lord of the Admiralty. It is currently reported that Earl Narthbrook WiU be appointed LordLieutenant of Ireland, but the rumor lacks official confirmation. Later. Mr Gladstone has been successful in his efforts to form a Ministry, and the following is the official list of members ot the new Cabinet and their portfolios : Mr Chamberlain desires to be Chancellor of the Exchequer, and demands the leadership in Mr Gladstone’s absence. Premier and First Lord of the Treasury, the Right Hon. W. E. Gladstone. Lord High Chancellor, Sir Farrer Herschell, Q.O. Lord President of the Council, Karl Spencer. Secretary of State for the Colonies, Earl Granville, Secretary ot State for Foreign Affairs, Lord Rosebery. Secretary for the Horae Department, the Eight Hon. Hugh Childers. Secretary of State for India, the Earl of Kimberley. Secretary of St&te for War, the Right Hon. H. Campbell-Bannerman. Chancellor ot the Exchequer, the Right Hon, Sir Win. Vernon Harcourt. First Lord of the Admiralty, the Marquis of Ripon. Chief Secretary tor Ireland, Mr John Morley, President of the Board of Trade, the Right Hon, A. J. Mundella. President of the Local Government Board, the Right Hon. Josesh Chamberlain. Attorney-General, Mr Charles Russel I, Chief Secretary for Scotland, the Right Hon. G. Otto Trevelyan. The portfolios of Lord Privy Seal and Postmaster-General are not yet filled. It announced that Mr Trevelyan (Secretary for Scotland), Mr Mundella (President of the Board of Trade), and Mr Morley (Secretary for Ireland) will have seats in the Cabinet.
