The portfolios of Lord Privy Seal and Postmaster-General are not yet filled. It announced that Mr Trevelyan (Secretary for Scotland), Mr Mundella (President of the Board of Trade), and Mr Morley (Secretary for Ireland) will have seats in the Cabinet.
