ENGLISH AND FOREIGN. London, Dec. 1. The Australian mails, dated Melbourne, October 22nd, per Peninsular and Oriental Company's R.M.B. Clyde, were delivered bere yesterday, via Brindisi. The Shaw Savill and Albion Company's 8.8. Arawa, from Auckland (October 21st), arrived at Plymouth yesterday morning. Her cargo of frozen meat is reported to be in good condition. Telegrams from Cooktown report that by the latest arrivals from New Guinea news has been brought that Sir Peter Scratchley, the High Commissioner, is. seriously ill with fever. Dec. 3. The Federal Enabling Bill was finally passed by the Legislative Council last 1 night. The Hon. Mr Pearson offers a reward of LIOOO for the discovery of the persons who tampered with his horse Commotion, which he states was wilfully injured on 3rd October last. Brisbane, Dec. 3. A telegram from Townsville announced the death of Major-General Sir Peter Scratchley, who had been suffering from jungle fever for ten days. He was returning from New Guinea to Australia in the steamer Govsrnor Blackall, and died while the vessel was between Cooktown and Townsville. Sydney, Dec. 3. The debate on the vote of want of confidence, introduced by Sir John Robertson as an amendment to the Address-in-Reply, came to a close in the Legislative Assembly last night. A division was taken on the amendment, which was rejected by a majority of two only, Government securing 58 votes against 56. There was au unusually large House, only two members being absent.
The Union Company's Mararoa made a trial trip in the harbor to-day, in order to test her boilers, etc., preparatory to running to San Francisco. The result was mrst satisfactory. Colonel Roberts, of the New South Wales Permanent Forces, states he received a telepram only yesterday from Sir Peter Scratchley, dated from Cooktown. Sir Peter expressed himself hopeful of reaching Sydney by the Bth December, though at the time of writing he was in a precarious condition. In the Legislative Assembly to-day, the Premier, Mr Dibbs, ma le a Ministerial staf9ment. He announced the intention of the Government not to resign, and promised to bring down the Financial Statement before the Christmas recess.
