Rec. 8 p.m. Washington, March 20. 1 President Roosevelt declared to-day that the adoption of compulsory national labour service should be avoided until necessary. He stressed that a national labour service would create a lot more complicated machinery and make for increased regimentation, but he added: "Of course, the war cannot be won with•vt some regimentation."
