SIR ROGER KEYES' MESSAGE. DECADENCE TALK DEPRECATED. London, April 18. In a 'message to the Sunday Chronicle in connection with the 19th anniversary of the Zeebrugge raid during the . war, Sir Roger Keyes, who led the raid, says: "We hear a great deal nowadays, chiefly from foreign countries, of the decadence of Britain and the effete spirit of our young men. .
