REPLY TO THE POPE

STATEMENT BY GERMAN PAPER. AGREEMENTS WITH THE HOLY SEE.
Rec. 7.10 p.m. Berlin, March 25. The Pope's encyelical attacking Nazi policy drew a reply from the Volkischer Beobachter. "Even agreements with the Holy See have no sacrosanct, inviolable or etemal values," it stated. "They may be adapted to developments, and under changed conditions a former assent may justly become a dissent." The paper explains that the State is unable to foresee how certain articles of concordat were to be exploited or interpreted by Catholic clergy, and suggests that the concordat may have to be changed tn accordance with changed conditions. Otherwise it might become an unbearable agreement. A message from Vatican City states that German diplomats at the Vatican did not attend the Maundy Thursday mass at which others were present. It is believed their absence was due to Berlin's resentment at the Pope's encyelical.
