THREE-POWER TREATY

INCLUSION OF GERMANY DIPLOMATIC DISCUSSION REVIVAL OF THE LEAGUE London, Nov. 5. Dr. E. Benes, Czechoslovakian Foreign Minister, addressing the Parliament at Prague, said that consolidation of the Anglo-French agreement would preserve peace for at least a generation. Britain had found a way to save Europe from disaster. “The League, recently almost, a mockery, has now become a reality,” said Mr. Winston Churchill at Hull. “The real explanation is that the British fleet is in the Mediterranean, where its presence has raised the whole life of the League to a higher plane and made the great experiment of future government by law into a reality, which is a far greater cause of anxiety to Signor Mussolini than the Abyssinian army.” The Manchester Guardian’s Paris correspondent says that the impression persists that England and France are endeavouring to reintroduce Germany into the League. , Important delegates to Geneva tentatively discussed the question last week, and M. Laval is considering a threePoWer Anglo-French-German agreement, the inclusion of Italy, which he would prefer, being momentarily impossible. A British Official Wireless message says that Earl Stanhope, Under-Secre-tary of Foreign Affairs, left London for Geneva, where he will represent, the British Government in the absence of Mr. R. A. Eden and Lord Cranborne, who are engaged at home in the election contest. A meeting of the committee of eighteen will be held to-morrow to consider reports of the five sub-committees which have been discussing technical questions on the application of sanctions, including the question of clearing agreements and additions to the list of prohibited key exports.
