MANY BILLS PASSED

LEGISLATIVE COUNCIL SITTING. ADJOURNMENT TILL TO-DAY. By Telegraph—Press Association. Wellington, Last Night. The Legislative Council had intermittent adjournments to-day and sat till 11.40 p.m. It passed all Bills received from the House of Representatives with the exception of the Trustee Amendment Bill and the Local Legislation Bill, which were referred to committees. The Council adojurned till 10.30 a.ni. tomorrow. Consideration was given to local Bills in the morning and the following were put through all stages'and passed: Wellington City Empowering Amendment Bill, Masterton Trust Lands Amendment Bill, Napier Foreshore Extension Bill, Napier Airport Bill, Hawkes Bay County Empowering Bill, Hauraki Plans County Eastern Water Supply Empowering Bill, Dunedin City Empowering Bill, Featherston County Water Rates Validation Bill, Nelson Waterworks Extension Bill, Christchurch District Drainage" Amendment Bill, Wanganui Harbour District Empowering Amendment Bill, Hamilton Borough Council Empowering Bill, Auckland Harbour Board Empowering Bill and the Southland Land Drainage Bill. The Agricultural Emergency Powers Regulations- Confirmation Bill, the Rating Amendment Bill and the Banking Amendment Bill were received from the House of RepresetatiVes and dealt with immediately, all being passed. During the committee stage of the Rating Amendment Bill the Hon. R. McCallum asked the Hon. R. Masters if the provisions of the Bill could be made retrospective. If this could be done it would be a great advantage to many county councils. Mr. Masters replied that it was rather dangerous to make such legislation retrospective but he would be pleased to discuss the question with the Minister of Internal Affairs to find if there was any real necessity for giving effect to the suggestion. Several other Bills received from the Lower House were given second readings
