A proposal to revise completely the Swiss constitution was defeated by 510 000 votes to 193,000 in a referendum which was the sequel to a petition containing 7.8,000 signatures, Urging that a change was essential, as measures dealing with the economic crisis was unconstitutional. x. , t. The opponents declared that balancing the Budget was more important than altering the Constitution.
