PROMOTIONS AND CHANGES. British Official Wireless. Rec. 5.5 p.m. Rugby, Aug. 31. The Admiralty announces that Admiral Sir Cyril Fuller has been placed on the retired list. In consequence ViceAdmiral Sir Eric Fullerton has been promoted to be admiral. Rear-Admiral Sydney Bailey has been promoted viceadmiral. He is to be re-appointed in command of the battle-cruiser squadron on promotion.
