Justification for English, American and other protests against Red propaganda was found in a resolution of the Communist International and published in the newspaper Pravda. It urges workers to present a united front throughout the world to prevent the forthcoming imperialist war, but when, war breaks out not to boycott but to ■ turn an imperialist war into a civil war against Fascist perpetrators and for the destruction of capitalism.

It alleges that leaders of the British bourgeoisie support German rearmament in order to weaken French hegemony in the European continent and divert German armed forces from the west to the east. Thus English diplomacy is striving to establish a counter-weight to the United States and simultaneously strengthen anti-Soviet tendencies not only in Germany but in Japan and Poland.
