I; The State Department formally replied to-day to the German Government’s protest against the pulling down of the German flag on the liner Bremen, defending the New York police department and accusing the North German Lloyd Line officials of failure to co-operate to prevent the disturbance. The Note ended with an expression of regret that the German flag was attacked and pointed out that those responsible were now awaiting trial.
