SIR CHARLES WINGFIELD CHOSEN. GENERAL MASSINGBERD’S RANK. (British Official Wireless.) Rec. 5.5 p.m. Rugby, July 12. The King has approved the appointment of Sir Charles Wingfield, Minister at the Holy See, to be His Majesty’s Ambassador Extraordinary and Plenipotentiary at Lisbon. The King has approved the promotion of General Sir Archibald MontgomeryMassingberd, chief of the Imperial General Staff, to the rank of field-marshal, in succession to the late Field-Marshal Viscount Byng.
