Sweeping proposals dealing with all phases of Canada’s economic and social difficulties are contained in a manifesto issued by Mr. H. H. Stevens, leader of the new Reconstruction Party. He advocates the restriction of interest rates, liquidation of the national debt in 25 years by the use of latent natural resources through the development of the great gold field of Northern Canada and a national housing scheme.
