Levy, who arrived by the Otranto to become chief minister of the Great Synagogue, Sydney, in succession to the late Rabbi Francis Cohen, declared that all the pessimistic estimates of the economic possibilities, of Palestine had been swept aside by the unparalleled process of the country, thanks to British administration. The forward movement, he said, was not due to ordinary recolonisation methods or a return of Jews from Germany, whose numbers were inconsequential, but to the century old longing that Palestine should be the spiritual centre of Jewry. Palestine, however, proved a boon to victims of oppression.
