CONVERSION OF LIBERTY LOAN. HUGE REFUNDING NEGOTIATION. By Telegraph—Press A»n.—Copyright Washington, April 14. Mr. H. M. Morgenthau, Secretary of ' the Treasury, announced to-day that the remainder of the outstanding Fourth Liberty Loan Bonds, totalling 1,250,000,000 dollars, would be called for on October 15. Holders would probably be offered the option of accepting cash or other Government securities at a lower inter-est-bearing rate. This completes the refunding, operations of the Fourth Liberty Loan which originally totalled 6,965,000,000 dollars.
