TRANSFER OF SAAR
CUSTOMS CHANGE EFFECTED. FRENCH GOODS HEAVILY BOUGHT. By Telegraph—Press Assn.—Copyright. Rec. 10 p.m. . Paris, Feb. 19. The transfer of the Saar from the French to German customs was accomplished at midnight. It was preceded by a remarkable eleventh-hour increase in buying and hoarding of French goods owing to the Saarlanders’ fears of a scarcity and high prices after the inauguration of German rule. The agreement has been signed for handing over the Saar to Germany. It provides firstly for cession of the mines from France to Germany; secondly for assurance of safety for private citizens and all workmen in the Saar; and thirdly for transfer of the administration to Germany.
Baron Aloisi presided. The French and German Ambassadors, the president of the former governing commission of the Saar (Mr. Geoffrey Knox), and members of the League of Nations sub-committee were present.
