NEW PARLIAMENTARY SYSTEM.
ESTABLISHMENT OF DEMOCRACY.
By Telegraph—Press Assn.—Copyright. Rec. 5.5 p.m. • Moscow, Feb. 6. The Congress of Soviets adopted reforms embodying the best features of the Parliamentary system. The president, M. V. M. Molotov, explained that collectivism of farms and the abolition of kulaks had terminated the class system. The open ballot was giving place to the secret ballot in order to establish democracy and check bureaucracy. Peasants and workers would be equally represented. The next elections would be based on these reforms. Universal suffrage would be soon attained.
