EUROPEAN SECURITY FRANCE AND ITALY MOVE new system proposed AUSTRIAN INDEPENDENCE GERMANY’S CO-OPERATION By Telegraph—Press Assn. —Copyright Rec. H.stf p.m. , London, Dec. 27. France and Italy are the prime movers in a proposal to create a new central European security system, guaranteeing the independence and territorial integrity of Austria, says the Daily Telegraph’s diplomatic correspondent. The proposal will, it is intended, be brought into effect through the medium of a six-Power pact formed with the co-operation of Germany, Yugoslavia, Czechoslovakia and Hungary. It is expected a definite move will be made within a fortnight. The. first essential to the pact is accord between France and Italy, to which end negotiations have, been proceeding.
