KEEPING THE PEACE
LEAGUE HANDICAPPED.
WORLD FORCE IMPOSSIBLE.
London, Nov. 13.
“In the present state of Europe, it is the merest moonshine to dream of the League of Nations controlling an international force that will compel nations to keep the peace and bomb them if they (io not,” declared Dr. Cyril Norwood; headmaster of Harrow, in a speech at Oxford.
“The prestige of the League,” said Dr. Norwood, "has fallen. It lacks the power to govern and inspire nations. You cannot change men’s hearts by signing paper or make them moral by Act of Parliament.
“Nevertheless, no important country at present dares to make war. The people in some would not march and others lack the money. Britain and America, whose will for peace is the strongest, control the world’s finances, but these favourable conditions may not last long. National Governments based on repression and force cannot endure indefinitely. “When nationalist barriers are broken down, Europe, and then the world, will become a single economic system. The United States of Europe will be bom soon or later.”
