DEPARTURE OF THE CHIEF JUDGE.

When the Chief Judge of Samoa, Mr. J. H. Luxford, returns to New Zealand next month and takes up an appointment as magistrate at Thames there will be no permanent judge in .the mandated territory. The Government has decided that as there is very little work for a magistrate at Samoa the need of justice could be met by periodic visits of a New Zealand magistrate, probably quarterly. There are several New Zealand magistrates who have held appointments in Samoa and who are acquainted with the conditions there, and it is thought that a quarterly or half-yearly visit of one of these would suffice.
