PERMANENT COUNCIL SEAT TWO NATIONS DO NOT VOTE ARGENTINA AND PORTUGAL FOREIGN MINISTERS MEET By Telegraph—Press Assn.—Copyright. London, Sept. 10. The League of Nations Council at a private meeting at Geneva unanimously agreed to the Soviet having a permanent seat on the council. Argentina and Portugal abstained from voting. Sir John Simon, British Foreign Minister, who is head of the British delegation to the League Assembly, is one of 23 foreign Ministers of various countries taking part in the meeting. Mr. R. J. Sandler, Swedish Minister of Foreign Affairs, was elected president by 49 votes to three. The Canadian Prime Minister, Mr. R. B. Bennett, was elected president of the Assembly’s Economic Commission.

Owing to lack of progress in disarmament Mr. Sandler proposed the postponement until next assembly of the convocation of the committee to harmonise the Kellogg Pact for outlawing war and the League Covenant. This was approved.
