CITY COUNCIL’S POWERS DENTED. PALMERSTON COURT CASE DELAY. By Telegraph—Press Association. Palmerston North, Last Night. A disturbance which occurred in Rangitikei Street, Palmerston North, on the morning of June 9, when the police prevented a procession of oity unemployed, had a sequel in the Court to-day when the hearing of charges against the men arrested on that occasion was commenced. These included charges of resisting the police, obstructing the police and inciting to lawlessness. A temporary halt occurred, however, when counsel for the defence raised the issue that the City Council had no authority to prohibit a procession under the Municipal Corporations . Act. It was contended that though the council could ban traffic in toto it could not prohibit just one section of it. The magistrate, Mr. J. L. Stout, reserved his decision on the point, declaring it a vital one.
