RECOMMENDATION TO LEAGUE COMMENT BY THE JAPANESE. By Telegraph—Press Assn.— Copyright. Rec. 10 p.m. Geneva, May 11. Dr. Rajchmann, the League of Nations technical agent in China, recommends an extension of the League s activities there, including the improvement of irrigation, agriculture and roads and a general reconstruction, preceded by coordination with the existing ment. w , Commenting on Dr. Rajehjnanns voluminous report a foreign spokesman at Tokio said Dr- Rajchmann ip the guise of a technical expert was nothing but a political agent, and as a result he was a most .unfortunate representative of the League. The spokesman added that China bought a large quantity of German aeroplanes, remarking: “You may judge our attitude from ri”7 statement on China on April 18.”
