Dr. Rajchmann, the League of Nations technical agent in China, recommends an extension of the League s activities there, including the improvement of irrigation, agriculture and roads and a general reconstruction, preceded by coordination with the existing ment. w , Commenting on Dr. Rajehjnanns voluminous report a foreign spokesman at Tokio said Dr- Rajchmann ip the guise of a technical expert was nothing but a political agent, and as a result he was a most .unfortunate representative of the League. The spokesman added that China bought a large quantity of German aeroplanes, remarking: “You may judge our attitude from ri”7 statement on China on April 18.”
