In the House of Lords the Marquess of Salisbury, replying to the debate on his' Parliamentary (House of Lords) Reform Bill, said Lord Hailsham’S statemnt on behalf of the Government, that a reform of such magnitude should be introduced by the Government, had killed the measure. If the Bill passed its second reading he would not ask the House to take it through the committee stage. The Bill was read a second time by 171 votes to 82.
