A Foreign Office spokesman announced the Government’s attitude toward other Powers’ activities in China. “We do not want peace in the Far East disturbed by foreign Powers,” he said, “but naturally in maintaining this policy we shall not act in conflict with our existing treaty obligations. i “This is not a temporary idea,” he continued, “but an established policy which we think it necessary to clarify in view of our Consuls’ advices of numerous reports ejaculating in China in regard to schemes to furnish munitions, money and whatnot to China calculated to disturb the peace of China and the Far East, -of which we do not know which is propaganda .and which is actuality. We shall decide what constitutes such a disturbance and shall act accordingly, as we are in a position to do. “We object to concerted technical and financial assistance to China, which would cause endless political complaints though we do not object to individual economic activities when they are plainly beneficial. We are in a position to maintain peace and may act when the circumstances warrant, it, using diplomacy or force according to specific cases. “We welcome assistance from others desiring to co-operate in maintaining peace. But if the League of Nations interferes it might necessitate our action. Military advisers, munitions and, possibly, railway and air force schemes are objectionable.”
