VIRTUAL FASCIST STATE

ESTABLISHMENT IN TYROL. DOLFUSS SEEKS CONFERENCE. By Telegraph—Press Assn.—Copyright. London, Feb. 6. The Daily Mail’s Vienna correspondent says that a virtual Fascist Govemment has been established at the Tyrol under the Minister of Propaganda, Dr. Steidle. Although the provincial diet has not yet been formally dissolved, Prince Starhemberg has formed a military council and large reinforcements of the Heimwehr are arriving. Dr. Dolfuss, Austrian Chancellor, telephoned asking the Governor of Tyrol and the Heimwehr chiefs to confer with him at Vienna. The Manchester Guardian’s Vienna correspondent says that the Heimwehr coup d’etat undoubtedly brought Austria a step nearer the Fascist state. So far the Heimwehr council has not usurped the normal Government, but is merely acting as an advisory body, while Heimwehr excesses, such as maltreating and dosing a Socialist editor with castor oil and occupying Socialist newcnaper offices, have been suppressed.
