The suggestion that beside each name on a ballot paper there should be printed the words “For” and “Against” was made by the clerk of the Papakura Town Board, Mr. A. L. Cooper, when the board was discussing voting methods. Mr. Cooper said the striking out of either word would make a positive vote, and the only informal vote would be made if both words were struck out. He also said that some complaint had been made that the placing of names on a ballot paper in alphabetical order was unfair to those whose names appeared lower on the paper, and he considered there might be some ground for this view. Some other arrangement of names could be made, as the placing of names alphabetically was not definitely provided for by the statute. Mr. G. W. Kerr said that he thought it would be a good idea if candidates’ names were placed on the ballot paper in the order in which the nominations were received. The board decided to incorporate this suggestion in its reply to the Suburban Local Bodies’ Association on the subject, and to express the opinion that the “striking out” method is preferable to that of putting a cross alongside the name of the candidate.
