SOUTH TARANAKI ASSOCIATION.

RE-ADMISSION OF FIVE-YEAR-OLDS

A resolution urging agitation for the re-admission of five-year-old children to primary schools as the first step to be taken by the proposed Dominion Federation of School Committees was passed by the South Taranaki School Committees’ Association at the quarterly meeting at Manaia on Wednesday night. A further remit opposed the introduction of a kindergarten system in favour of the old system.

Mr. B. H. Parker was appointed delegate to the Dominion conference, Mr. T. A. Bridge being nominated to take his place should Mr. Parker be unable to get away.

Approval was accorded a request from the Canterbury and Palmerston North associations that they be allowed to attend the conference without joining the proposed federation. ’ Unpaid affiliation fees, it was stated, amounted to £5 7s Id.

Mr. H. Thrush suggested that the Government be requested to close all training colleges so that unemployed teachers might be absorbed, but no action was taken. A motion was carried urging unification of control with regard to technical and primary schools. The Taranaki Educatiorj.' Board advised that the association’s request for the advertisement of the annual meeting of householders two days prior to the meeting would receive favourable consideration if funds permitted. Votes of thanks were accorded Mesdames Parry and Bloor for providing supper and Dr. W. M. Thomson for his address on water supplies. NORMANBY TOWN BOARD. ALTERATION OF BOUNDARIES. The monthly meeting of the Normanby Town Board was held on Tuesday, there being present Messrs. C. J. Preston, W. J. Taylor, T. Lloyd and P. J. Leydon. The foreman (Mr. D. Henderson) reported that during the month widening and metalling had been carried out on the Ceipetery Road, but- most of the time had been spent in forming and grading the Ngarongo Road. The ranger (Mr. C. W. Hardway) reported having impounded one cow during the month and having registered one dog. Difficulty had been experienced in proving the ownership of a dog, and the board ruled that the person harbouring the dog was responsible for its registration fee. A complaint was received from a ratepayer that a horse tethered on the street .one evening causing obstruction and inconvenience to pedestrians. It was decided to notify ffie ranger accordingly. The Unemployment Board stated that a relief worker obtaining an extra day’s work must pay the tax on the extra money earned.

Two ratepayers waited on the board asking for a short time in which to meet the demand for outstanding rates. It was decided in view of their explanations regarding the delay to grant a short time. A letter was received from the Department of Internal Affairs regarding the suggested alteration in town boundaries, stating that one month was allowed in which the board might forward its objections to the proposed alterations. The clerk was instructed to obtain from the board’s solicitor a ruling as to the necessary procedure. It was reported that a petition signed by a large number of ratepayers asking that the boundaries be not altered had already been sent to the department. It was decided to call a special meeting after the interview with the solicitor to see if anything further could be done to uphold the petition. Notice of a motion to be put to a special meeting regarding the striking of rates for the ensuing year which will be the same as for the previous year, was given to the meeting. Immediately after the town board meeting short meetings of the domain and cemetery boards were held, the chairman reporting that everything was in a satisfactory condition.
