Important decisions affecting the German military strength were reached by the effectives committee of the Disarmament Conference, which by 12 votes to three to-day declared that 28,000 officers and men of the Prussian police force, known as “Green Police” must be included in the 200,000 effectives permitted Germany under the British plan. The American representative, Colonel Strong, voted against the inclusion of these men, probably because the United States National Guard and the State Constabulary may be considered in the same category. Colonel Strong said Germany required an effective police force which, though trained on a military plan, could not be regarded as soldiers. The committee also decided by seven votes to six that the Nazi auxiliary special constabulary formed from the Brownshirt organisation could be considered part of the effective armed forces.
