HARBOUR BOARD ELECTION. , I N agreeing to accept Nohination as a Candidate for the Harbour Board, I have done so believing I can be of service to the Ratepayers. I take it that the main desire of Ratepayers at the moment, apart from maintaining the Harbour facilities for the safe and expeditious handling of shipping trade, is the elimination of the harbour rate at the earliest possible moment. It does not seem possible to do much more in the way of reducing costs, so large a proportion of which is ruled by forces ever which the Board has no control, but it is possible to considerably increase the trade of the port, and thus increase the revenue. More active steps and concrete proposals in the direction of concentrating the shipping of the Province through Moturoa should now be advanced, and in this connection I believe I can be of assistance to the Board and the Ratepayers if it is their wish. JAMES McLEOD. BOROUGH COUNCIL ELECTION. QpHE forthcoming elections give the Borough Ratepayers a good opportunity to make known what qualifications they think a candidate should possess. ’ A As I am a candidate and have been questioned on the subject I think that ratepayers have a right to know nay qualifications. Therefore with your kind permission I will state my experience. I have been long resident in New Zealand and a settler here for twelve years. I have had seventeen years’ experience in the construction of railways and having held for seven years the position of county foreman claim to know something also of road construction, the quarrying and cartage of metal and the management of workmen. Respecting overhead expenses I think that a substantial reduction could be made in the cost of metal. For instance, instead of obtaining it from contractors I would advocate the utilising of the borough stone crusher which was procured at great cost and which at present is lying idle. Take the daily cost of 60 yards of metal at 10/- a yard namely £3O. By utilising the crusher this quantity could be produced daily for £l9 10s, thus effecting a saving of £lO 10s a day. I could supply detailed figures in proof of this if required. I am much concerned in the question of unemployment. I think that the construction of a marine parade would meet, this difficulty by affording work for a large number of men. While foreman for the Taranaki County Council I made all my own calculations and estimates of cost and laid out my work including the construction of a tunnel on the old Omata Road and this without the assistance of an engineer. The tunnel is now within the borough and is in good order. It is far preferable to a bridge as it requires no repairs. OTTO HUSE.
